#3337 - SANDAG got error when issuing a card with Access zone to existing user

To Reproduce
1. sign in as a facility owner for SANDAG (https://www.bikelink.org/people/60109)
2. Go to https://bikelink.org/cards/facility_owner_issue_to_existing_create
3. Enter email address lauer.mt@gmail.com who is a user who has a bikelink card assigned to them which has an access zone for a different owner, eg BART. Fill out the rest of the form as normal.
4. Click 'submit'

Expected result
Card gets assigned to user with SANDAG and BART access zones.

Actual Result
User gets error on page (see screenshot)

You can only grant access codes for your organization. You are not a member of San Diego Association of Governments (SANDAG).

Note that the error message itself is inaccurate, since the signed in user was a member of SANDAG.
