#3639 - Do not require pin when facility owners create a card

Issue

We want PINs to be created by users, not by owners. So when an owner creates a card, it should not create a pin. Users should be prompted to set a pin if they need it when they use a locker that requires it. SANDAG is the only owner that creates cards at this time, so it really only applies to them. They currently do not have any G7 lockers.
