#3918 - Charge for K4 mobile rentals

User does not appear to be charged for bike room rentals.
Online Account balance : $15

User’s App History shows balance has always been $50

Whenever user ends the rental it says card balance is $50. Shows that user is charged some amount, but account balance never changes. It seems that the user sees the correct balance.

We said that we won't use messages/logs from the mobile app to charge for K4 rentals.
But we forgot to implement charging when the end log comes from AH (probably because it was assumed that this had already been implemented).
