#2659 - Mark clipper cards as updated when user verifies their profile
Problem
See #2653
When a user's email and phone is not verified we do not allow user's to use Clipper on BikeLink so we do not send their clipper card to the gateway.
When a user verifies their email and phone we do not update the card as updated so it does not get sent to.
Solution
When a user's email and phone become verified, mark the clipper cards as updated by setting the last_update_affecting_gateways to the time the user became verified.
