#3218 - User History Report not showing old history

User History (CSV Only) report does not generate data in the past.

A facility owner from King Country tried to download the User History Report (CSV Only) for their lockers that were first installed in 2015. The oldest rental end time in the report was 10-17-2019.

I generated the User History Report (CSV Only) for BART: Ashby from Jan 1, 2015 to Dec 1, 2018 and the oldest rental end was from 6/28/18.

We are getting data from other reports that is older than what is shown in the User History Report for all the locations.
